Prior to 1985, there was no independent Department or Ministry with
the sole purpose of independently monitoring Central Sector Projects
and key infrastructure sectors including the social sectors. The Ministry
of Programme Implementation (now the Department of Programme Implementation)
was therefore set up in 1985 in recognition of the need for exclusive attention
to apex-level Central Monitoring of the implementation of these programmes.
Over a period of time the Department has built up a rich data bank,
acquired professional expertise and developed capability for carrying
out objective monitoring and evaluation. Being independent of the
planning machinery and administrative ministries, it is able to be objective
in its analysis and the experience gained over the years gives it professional
expertise.

The Ministry of Statistics and Programme Implementation has its office
at Sardar Patel Bhawan located in the heart of the capital of India. Sardar
Patel Bhawan is located very near to Connaught Place, the famous commercial
centre of New Delhi, at the crossing of Parliament Street and Janpath.
