| (1).Dealing with Surface fires: All identified active(07 sites of 755 Ha affected)surface fire areas had been douzed/excavated/blanketed by ECL.(2).Rehabilitation:(i).ECL houses: ECL had proactively shifted all of its employees to existing ECL quarters at stable/safe locations.(ii).Non-ECL houses:(a).Demographic survey: Completed by ADDA. As informed by State authority 28,991 houses were identified with 6101 LTH, 22668 NLTH and 222 being Institutions. ADDA communicated survey list would be published phase-wise & according to the availability of flats. at resettlement sites. Till date draft publication of survey report had been done only for 640 NLTH Houses.(b).Land: As assessed by ADDA land requirement for this rehabilitation project would be 362.5 acres(construction of flats in line with G+3 pattern @ 80 flats/ acre).Out of this,151.73 acres land at 05 sites have been identified & under possession of ADDA. Balance land requirement would be 210.77 acres.(c).Construction of flats: Construction of 7472 flats out of committed works of 10144 flats have taken up at 02 sites by Housing Dept.Of these, construction of 5088(Andal-4480 & Daskeary,J.L.03 site-608)flats are completed.ADDA has taken possession of 160 flats at Andal site on 23.05.25. Balance 2384 flats are under different stages of construction(avg. work progress of 93 %) & would be completed by June,25 & infrastructural facilities by Aug,25 as further informed by Housing. To award work for unfinished construction works of further 2672 flats,financial Bid is under approval.(d).Shifting:145 nos. NLTH houses had been shifted by ADDA. ECL submitted priority-wise shifting list for relocation of families to Andal site. Review meetings taken by Pr. Sec.& MIC, Dept.of IC&E,Govt. of WB on 18.06.24 & 03.07.24, DM Pashim BWN on 27.06.24,13.07.24, 26.12.24,21.03.25 & 29.05.25, Chairman of Dist. Level committee on 14.9.24,21.09.24 & 14.12.24, Pr. Sec Dept. of IC&E on 22.11.24 & Pr. Sec, Dept.of Housing on 26.12.24 to oversee the progress of ongoing construction works inclusive of setting up of amenities at the identified sites. In order to shift entire families, revised R&R package has been finalized by Dist. (ii).Non-ECL households:(a).Demographic survey: As per provisional figure of Demographic survey report no.of beneficiaries required to be shifted were estimated as 28,991 with 6101 LTH, 22668 NLTH and 222 being Institutions. ADDA communicated that publication is being done in a phased manner. As on date publication of survey reports had been done for 04 most vulnerable locations involving 640 Households.(b).Land: As assessed by ADDA that for shifting of around 29,000 households requirement of land would be 362.5 acres(G+3 pattern with 80 flats/acre). Till date 151.73 acres land at 05 resettlement sites had been identified & finalized and under possession of ADDA. Of these, 146.9 acres land at 04 sites had already been handed over to the Dept.of Housing for construction of flats.(c).Construction of flats/houses: Construction of 10,144 flats have been taken up by Housing at 04 resettlement sites. Out of the above, construction of 7472 flats are ongoing at 02 sites. Of these, construction of 1984 flats at Andal site have already been completed in all respect & ready to hand over. Remaining 5488 flats are under different stages of construction & will be completed in a phased manner by 30.09.24 as informed by Housing. Tender for unfinished construction works of further 2672 flats had been floated phase-wise by Housing Dept. Out of this, Bidders have been participated for tender of unfinished works of 656 flats, financial part of which is under evaluation.Rendering for balance 2016 flats have been done by Housing. (d).Shifting: 145 nos. NLTH households had already been shifted their residence to the resettlement site. ADDA communicated that further shifting of families would take place according to availability of flats from Housing and finalization of Demographic survey lists of affected households proposed to be shifted as per priority-wise shifting plan prepared for the purpose.(3). Stabilization of Surface infrastructures: Stabilization of unstable stretches on NH-2 road(300 m.),DB road(550 m.)& Andal-Sitarampur rly.line(150 m.& 100 m.)had been completed along with certification of permanent stability. |
