Background Information

This complex brownfield project is split into three packages. Package I covering topside strengthening and facility revamping for 20 platforms is partially completed with 14 platforms finished and painting works underway. Package II includes underwater repair of jackets removal of sump caissons and firewater pump casings along with topside revamps at 20 platforms. Underwater work is completed and 13 platforms have undergone topside modifications. Due to revised marine licensing norms from the Director General of Shipping deployment of suitable barges remains a challenge and has led to multiple schedule extensions. Package III involving complete deck replacement of 10 platforms has been completed and commissioning was finished in May 2018. Remaining works including SCADA integration and structural repair are being completed using a revised execution strategy with mobilized barges. Physical progress is around 89 percent and expected to close by end of 2025.The facilities are being executed through three packages. Package-I: • Platform specific jacket repair, Topside structural strengthening and facility revamping of 20 well head platforms (14 Major & 06 Minor topside revamp). • NOA placed to Consortium of M/s AFCONS-HALANI-TRIUNE on 29.01.2016. • Work completed at 14/20 platforms (09 major + 05 Minor). • Offshore Work could not be resumed due to non-availability of Specified Period License (SPL) in monsoon period 2021 (Oct-21 to May-22). * 14/20 platforms revamping job completed with punch points and painting job of 4/14 platforms completed Package-II: • Revamping of topside at 11 platforms, Repair of jacket structural member (above water level) at 9 platforms, under water repair of jacket at 15 platforms, Removal of Sump Caisson from 37 platforms and Removal of Fire Water pump casing from 30 platforms. • NOA placed to Consortium of M/s AFCONS-HALANI-TRIUNE Energy Services on 31.05.2016. • Under water jacket repair works completed at all 15 platforms. • Fire water casing removal completed at all 30 platforms. • Sump Caisson removal work completed at all 37 platforms. • Revamp of topside / repair of jacket structural work is completed at 13/20 platforms and One HE wellhead platform completed during the month. (SPL) got from DGS for one vessel Trinity Nissi, was mobilized to Offshore on 29.04.2022. Completed balance work at HE platform and demobilized on 18.05.2022. • Offshore Work hampered due to non-availability of Specified Period License (SPL) in monsoon period 2021 (Oct-21 to April-22). Completed balance work at HE platform and demobilized on 18.05.2022. Job was under taken only for around 15 days at HE Platform. Package-III: • Complete topside deck replacement of 10 well head platforms of MH Asset. • Package completed on 22.05.2018 Issues: • Offshore Project LEWPP progress suffered badly due to non-availability of Specified Period License (SPL) in the period October-21 to May-22. As per above order, there are additional requirements that need to be complied with immediate effect. Like, Lifeboats of 100% POB capacity on each side of the Barge are to be installed within 6 months from the date of this order. Contractors informed that the availability of such barges in market is very less. Due to which, mobilization of adequate number of barges to complete the balance work in one construction season would be a challenge. Consortium requested to extend the completion date of the contracts up to 15.05.2026. Board approved extension of completion date till 31.12.2023 to firm up the way forward.
