Construction activities stopped at Lata Tapovan since 08.05.14 in line with Hon’ble SC Order dated 07.05.14.
@All the construction activities stopped at Lata Tapovan since 08.05.14 in line with Honble Supreme Court Order dated 07.05.14 which stayed the construction of proposed 24 Hydro projects in Uttarakhand including Lata Tapovan.
Reasons for delay- - Construction activities stopped at Lata Tapovan since 08.05.14 in line with Hon’ble SC Order dated 07.05.14. Critical Issues- -Hon ble Supreme Court vide its order dated 07.05.2014 stayed the construction of 24 Hydro projects in Uttrakhand including Lata Tapovan HEPP. Accordingly, all construction activities were stopped since 08.05.2014. -NTPC had submitted review petition for modification of order on 09.05.2014 and Hon’ble Supreme court directed MoEF&CC for preparing project wise status for all projects. -Expert Body constituted by MoEF&CC accepted proposal of NTPC for Lata Tapovan based on various submissions made. Accordingly, MoEF&CC filed affidavit dtd. 06.01.2016 and recommended implementation of three projects including Lata Tapovan HEPP. -During the hearing on 26.04.16, Hon’ble Supreme Court asked ASG to submit affidavit on behalf of MoP and MoWR&GR by 06.05.2016. MoP filed its affidavit on 05.05.2016. However, affidavit by MoWR yet to be filed. -Hearing of 13.07.2016 could not be held as the counsel for the Union of India sought an adjournment by 12 weeks to enable the Government of India to carry out inter-ministerial consultations for arriving at a common policy framework as the matter involves three ministries namely MoP, MoEF&CC and MoWR&GR. Next hearing date is yet to be communicated. Meanwhile, Vide letter dtd. 24.01.2019 to MoEF, MoWR has communicated that only 7 out of 51 Hydro projects which are under various stages of construction in Uttarakhand has been recommended for implementation. Lata Tapovan project is not included in the 7 recommended projects. |
